Mr. Kenneth Hammond serves as Chief Investment Officer at Kaltroco and is a member of the New Day Healthcare Board of Directors. Kaltroco is an investor in New Day and has been with the company since its inception in 2020.
Mr. Hammond also serves as a Board Member at EspriGas. Prior to joining Kaltroco, he spent seven years as a member of the North American investment team at CVC Capital Partners in San Francisco and New York. He served as a Board Member at InstaFreight. Prior to his time at CVC Capital Partners, he worked at Clayton, Dubilier & Rice, and in the leveraged finance group at Goldman Sachs.
He graduated summa cum laude from Yale University with a BA in Economics and earned his MBA from the Stanford Graduate School of Business, where he was an Arjay Miller Scholar.

Scott’s healthcare career began in 1984 as a paramedic and first responder, excelling in these roles for nearly a decade before transitioning to the home care field. Over the past 30 years, he has held nearly every operating and administrative position in home-based care, building a distinguished career leading some of the nation’s largest and most innovative healthcare organizations.
Scott’s clinical expertise includes serving as a Flight Nurse/Paramedic, Emergency Room Nurse, ICU Nurse, and Home Health and Hospice clinician. He holds a Bachelor of Science in Nursing (BSN) from Kansas Newman University and an Emergency Medical Intensive Care Technician (EMICT) certification from the University of Kansas.

In July 2020, Scott founded New Day Healthcare with a mission to revolutionize home care delivery. The company adopted the tagline
“Burn the Ships” to reflect its bold and innovative approach to rethinking home care delivery. Launching amid the challenges of a global pandemic, New Day Healthcare has grown exponentially, now serving nearly 120,000 patients annually through a team of over 7,000 dedicated professionals across multiple states.
Prior to founding New Day Healthcare, Scott held the role of
CEO at Elara Caring, overseeing operations across Home Health, Hospice, Personal Care, Private Pay, and Behavioral Health services. His leadership at Elara Caring further refined his vision for improving the continuum of care and the patient experience.

Bill Dombi
New Day Board of Advisors
With over 40 years of experience in health care law and policy, Bill has been involved in virtually all legislative and regulatory efforts affecting home care and hospice since 1975. He is the past President of the National Association for Home Care & Hospice (NAHC). He previously served as the Vice President for Law at NAHC beginning in 1987. Bill specializes in legal, legislative, and regulatory advocacy on behalf of patients and providers of home health and hospice care.
In addition to litigation, Bill offers extensive community and professional educational services through lectures, publications, teleconferences, and videos. His lectures include market trends in home care, compliance, risk management, patient rights, fraud and abuse, health care reimbursement, legislative and regulatory reforms, and legal issues in telehealth services.

Legal Affiliations: Bill is admitted to practice in Connecticut and Washington, DC. He is also admitted to numerous federal courts, including the U.S. Supreme Court and several Courts of Appeals. He presently serves on the Board of Directors of the Research Institute for Home Care (formerly Alliance for Home Health Quality & Innovation) and the Hospice and Home Care Foundation of North Carolina. He also is a longstanding member of the American Health Lawyers Association and the American Bar Association.
With litigation, Bill was lead counsel in the landmark lawsuit that reformed the Medicare home health services benefit, challenges to HMO home care cutbacks for high-tech home care patients, lawsuits against Medicaid programs for inadequate payment rates, along with current lawsuits challenging the Medicare home health face-to-face encounter rule and the Department of labor changes to the overtime rules under the Fair Labor Standards Act.
Phil Melugin
Founder & CEO of Phoenix Home Care & Hospice
Phil has more than 30 years of home health and hospice experience. After an early career in vocational rehabilitation counseling, Phil started working in home care in 1993 for Cox Health Systems. Phil left Cox Health Systems in 1999 to start his first home care agency, Integra Health Care, Inc. In 12 years, he grew the company exponentially before selling to partners. In 2011 Phil started Phoenix Home Care & Hospice, Inc. After also growing across all disciplines, Phoenix was acquired by New Day Healthcare in 2021. Phil remains with the organization as CEO of Phoenix Home Care & Hospice. Phil holds an undergraduate degree is in psychology, from Friend’s University. His master’s degree is in counseling, from Wichita State University. Phil is actively involved in his church and community
Kathy Poland

Kathy brings more than 29 years of experience in Human Resources and Operations, along with over 20 years in Executive Healthcare Leadership. She has developed a broad skill set across diverse industries,
including both publicly traded and private equity-owned businesses. Kathy is skilled in managing largescale, multi-site and multi-state operations, capital raises, mergers and acquisitions, and integrations. Her
leadership has been instrumental in the successful growth of organizations, with a focus on P&L
management and delivering a seamless post-acute care continuum.
Throughout her career, she has held senior leadership roles such as
Chief Operating Officer, Chief
Value Officer, SVP of Operations, and
VP of Human Resources.
Kathy holds a
BA in Business from Amberton University and has developed a proven ability to drive
organizational success through strategic HR and operational management.
